That's not the main problem.

What shocked me was that 258,000 out of those 371,000 were NOT even members of the EU or EEA!!! :o

The main problem is the UK Master degree holders haven't figured a way to track foreigners arriving in the UK! What muppet

Most of Europe have a 4 digit number for foreigners after their birthdate I know because i am one of them that must always quote my last 4 digits when corresponding with the Country I lived in!
