Hrm ok.. Marine Parade is completely wired except the few blocks that are still getting their lifts upgraded. My coworker said his estate was the same way, and when I asked someone at Singtel they said the reason my block didn't have it was the lift. Actually, I probably asked him first if that was the reason and he just agreed. God I hate dealing with people in Singapore sometimes :)

Therein lies your problem. There was already construct works in progress so they would have had to wait until they were completed before their installation was started. It typically takes upwards of 18~24 months for lift upgrading to be completed. This can be sooner if you happen to have the first block in a contract. (As mine is. It helps being on the LUP steering committee of the RC/CC as well as me, the chairman, secretary & vice chairman all live in the same block!) ;-)
