If you are not a recognised uni from the Philippines, then your chances of getting an s-pass or working permit are next to nothing (if not actually nothing). MOM only grant passes to the ones on the list of universities that are approved - this isn't an official list, but was available on the web with a quick google search -

To become a dependent of your BF by marriage you will have to be married for a couple of years so the government don't see this as a marriage of convenience, this may mean your husband staying with you in the Philippines for a while first of all.
However, if you want to come here and work, unless it's in a job where you don't have to write, you must really work on your grammar and spelling, it is appalling, it's what I'd expect of a 12 year old school girl on a chat forum, not someone serious about immigrating to a new country as foreign talent!
