I'm looking to start some small IT projects developing web and mobile apps. Where can I find some freelance programmers and designers locally? What are some descent local firms?
Thanks.

You can try YsDesigning.com.sg
Its hard to suggest something here if it keeps getting flagged for advertisements. =.=

Not if you're proven to be genuinely recommended something or have a good track record. The opposite if you're just a shill or benefiting from "recommending" something especially on their first post So, which one are you?

You would be better off going to Elance to find what you need.

It really depends on what programming framework and language you required - I guess.
Maybe you can consider Interns from Polytechnics and NTU. They are in-touched with the latest technologies.
