1.) Does your father want a divorce? Yes or no?
2.) If no, nothing can be done. IF yes, find a family lawyer, file for a divorce.
3.) Tell your lawyer all the problem including the $. wife and husband can also be sued for breach of trust for the $. If there is prove that your dad pass the $ to her for safe keep, you can take back the $. Prove like, bankstatement before passing the money to her and such. your lawyer will help you.
4.) Police cannot help you because divorce is a civil case. not criminal case.
5.) However if theres is events that you report police because of her behaviour, there will be records and it will be used against your mom.
6.) Evidence is a very important issue here.
7.) Ask you dad go see a skunk or psychologist for any depression that can be best relied on.

Well, to the OP, approach MCYS, they have as a lot of pro-bono lawyers, from legalaid, and will be happy to provide advice ..
