To answer the age old question about the differences between Citizens & PR's & EP holders this PDF file from ICA should show you that there are substantial differences between them....

It would appear, that in view of the recent changes to various benefits (reductions) that that document has been taken down. Hopefully another will be put up, but I think not in the short term as at the rate things are disintegrating around here, they would have to replace the factsheet every other week in order to appease the local crybabies.
I've not vetted the following link so I cannot confirm it is current or not, but at the time is was posted it would have been. If anything the differences will be even greater if there are more changes since it was last updated.

It appears the ICA PDF link isn't working again :/ but I did find the PR equivalent to the link sms posted above. not sure if the info are correct though.

That is probably because they keep taking more and more away from the PRs so they have to remove the document as it is not relevant any more. PRs now have less privileges than EP & PEP holders.

One section completely missing is a relationship based LTVP/DP section....
I'll help.
SC: can sponsor LTVP+ (parents, in-laws,spouse or dependent children all subject to income test). Can participate in Hong Leong Pink Dot events - no one else dare.
PR: can sponsor LTVP (parents, spouse, dependent children but subject to income higher income limit than SC). LOC maybe can. No gay funny stuff allowed.
EP: DP can. LOC also can. Homosexual marriage / relationship sometimes can (the ONLY category that can do this I think).
WP: Must seek permission to marry. Most often forced to share bunk with another man.
FDW: essentially a slave. Cannot fornicate, must pass STD and pregnancy test every 6 months.

Good one. Some stuff there I had forgotten.
One slight error - Parenthood Tax Rebate is available for any parent of a SC child - the table is not clear on that.
