Actually all interns have to be paid sufficient to cover housing and food.
I know because we took one on a 3 month study programme, the application was rejected 3 times before we finally found out why, and it was because of payment.
Though it does state on the MOM website that students do not have to be paid. At the meeting we was informed that the rejections were based on the fact the student needed at least a place to sleep and eat so we decided to cover the cost and the application went through.
The student was from Malaysia with relatives in Singapore and we had to make a study plan for him to follow!
It's actually an inconvenience to companies and quite costly as the student needs supervision too, and the application process can be very time consuming if you have never done it before.
