There are still enough people who fall for those 4-1-9 email scams where their distant aunts cousin from nigeria passed away etc...
It would be less surprising to find that there are still people willing to take anything on board a plane with the right suggestion
To be fair a lot of these 'obvious' announcements exist purely because common sense really doesn't seem to breed well...

Obviously it was some kind of scam as a) it didn't stack up and b) despite the apparent urgency the OP made no effort to clarify the apparent lack of logic in the proposition. A sucker was being sought for a proposition that sucked. I hope the meninblack here take a closer look at who this person is.
It rather reminds me of a popular scam in the 80's when I was sojourning in Santa Cruz, Bolivia, and that was for locals/residents to approach visitors on the street and ask them to post letters on their arriving back home to their friends abroad. That was because Bolivian post was alleged to be unreliable of course, and in no way connected to the Harry Potter thickness of paper letters being impregnated with cocaine of course
