Im looking for employers who is need of payroll assitant personnel and willing to accept foreign applicant directly, or Any agency who can facilitate my work application and refer me to certain employer who directly hire foreign applicant.

As a payroll assistant, you aren't likely to get approved for an employment pass as there are plenty of locals capable of doing low level administrative jobs. You would be better off continuing your education in your home country until you have something better to offer. Seriously, you are barking up the wrong tree at the moment.
