mobile phone repair shop never responsible...

Hi everyone. Anyone can advise that how to get my phone back as following.
Last Saturday evening, I and my wife came down to the Suntec City Mall to repair my Iphone 3GS and found a right shop. My phone has a problem that the Back Light was not working.
A guy of Repair shop has committed that he can repair my phone with payment of S$50. I agreed and I explained to him about my phone condition more details and told him not to make worse.
But, accidently he made a mistake that my phone was broken down permanently and he promised to fix my phone by next day(Sunday)
I came down to Suntec again on Sunday and even City plaza to look for him followed his instruction. But he didn’t repair the phone and postpone to next day.
He is really not responsible and never fix my phone until today. He seems avoid my call and many reasons that not to repair.
I only asked him to make my phone to return to the original condition. My phone is still in his hand..
I’m really upset and really disappointing with this shop right now.
Do I need to take legal action or make police report?
Please advise how to settle this issue with this guy
