First of all, your degree has absolutely no relevance to your position applied for, so it doesn't help you at all. Secondly, It's a job that any Singaporean or PR could do, so there will be virtually no way the airlines could justify your hire "at this point in time". You should have applied while still in the middle east instead of quitting your job there first. Never burn any bridges. I'm afraid, unless, the local company here has a magic wand, you might be out of luck.

Things are getting rough here for all foreigners.

I'm not sure what aptitude exam you are talking about. But if it's the one given by MOM, it is not the employer who decides who takes it. On the other hand, if it's a test given by the employer themselves, well, let's just say, they probably want to ensure they are getting their money's worth. Having said that, normally you would take that kind of exam long before they apply for and Employment Pass.

Another company? Nobody knows. An application from a new company is a brand new application. But, if an appeal has been filed by the original prospective employer, a new application will be rejected as long as the appeal is pending. It can take up to 21 days for an appeal to be decided on.
