Is that possible to find a unit without agent?

I have been looking for a whole unit rent.
I use the website iproperty and other similar webs.
Is there any way to find either condo or HDB unit and directly contact the Owner so that I don't have to pay for commission?

Try gumtree.com Though you must be very careful renting HDB, the owners must have permission to rent and you need to double check they have the permission, otherwise they may scam you out of your deposit and first months rent, by changing their minds and not renting.

It's risky but if you are careful it is also easy, to do the checking up of ownership...It has happened that previous tenants had advertised the whole unit to rent, collected the monies and run away, never to be seen again!

What's your budget? Needs to be around 1500 to 2000 for a 2 bedroom, One bedroom you have no chance.

Not sure why you're asking this question.
Most whole units are above the limit where the tenant pays the commission and that is paid by the owner (although it may have changed).
Do you know what you're getting into in Singapore? I know that the agents can be dodgy, but in SG I'm thinking the Landlords probably beat them (by a whisper). Trying to save the commission may mean that you lose a whole lot more because you don't have a proper lease agreement / right to stay and other things like that.
