Non English speaking step son

I am relocating to Singapore and my step son who is 10, does not speak English, does anybody know what the procedure is for non English speaking children? My intention is to eventually try and get him into a public school and having looked around it would appear he will need to pass the AEIS (Admission Exercise for Int'l Students). Does anybody know about prep schools that offer English courses to prepare for the AEIS and what sorts of costs are involved? I appreciate any advise and help that anyone could share.
