Sorry, what do you mean don't inform ICA? You mean don't tell them their mother is Singaporean?

I think on PEP application, I have to state who spouse is and also who mother of boys are. I know on EP I have to do that.

What I meant is as long you did not an apply for their citizenship by descent , you should be alright.
yes, fill up the application for PEP and declare your sons as Ozzies. it does not matter if wifey is a Sger.
Only remember that if you go along this route, your sons do not enjoy subsidies nor priorities at local school.
Either way you are bound to lose something along the way.
Apply SG citizenship for your sons and NS issues will become an issue
