People seem to like the long-sleeve ones because it does not leave a tan line on the arms. And from the point of view of sun protection, more coverage is more protection.
If the idea is for your child to be in and out of the water wearing the rash guard, then there shouldn't be a problem with getting too warm. But if he/she is then out of the water for an extended period of time in them, then he/she might be getting a bit warm (and sweaty!). But the solution is to just jump in the pool again.
Maybe also think about how fair your child is. If he/she is really quite fair then the long-sleeve is definitely a better choice.
