That is true, especially for positions that either the locals don't want to do or find too challenging. But, don't give up. I have applied for job that are for SP/SPR only and I got some interests asking me to come down for interview. It's all about how you present your CV, your skill sets and of course your communication ability/enthusiasm during the interview. If I were you, I'd revise my CV for simplicity and readability and send them to any job posts, even those that are SP/SPR only.

This is illegal, as recruiters by law cannot charge the applicant here.
Apparently, illegal doesn't mean it's never done ...
