Giant supermarket has some good prices on basics (cotton shirts etc). The cheapest is at a heartland $3,$5, $10 shop. You can usually find osh kosh b'gosh and other factory seconds there. What part of SG are you in? We usually go to the one near Jurong Library or in Clementi Central, but I have seen good stuff at the one in Holland Village too. I'm not sure if the HV one is still there since I haven't been there in awhile--it used ot be along Holland Road.
