Here's something that does not seem to have been reported. Apparently the divers boat was not a dive-boat/not from a dive centre. The group just rolled up in Mersing and chartered a boat to take them over to Tioman for the day of self-guided diving!
I wonder if in planning their dive trip they posted questions on a forum like 'Where to find CHEAPEST diving'?
Frankly I think they were lucky to get off with just a 'warning from God'.
