Very low quality of many developments that have been finished within last few years (the building boom) is a fact. We got it confirmed by our agent. They just wanted to finish it as soon as possible so random material and contractors got involved. We are living in one of those and although no major problems with parquet there were literally dozens of quality issues (i.e. practically all the tiles in the bathrooms got cracked after 1 year only). Fortunately "our" contractors were more reasonable.
In your situation a bit of the problem is that if this is only about varnish quality the scratch resistance may improve over time so it may be difficult (although not impossible) to prove the root cause of the problems later. IMO what you can do is either hire an independent expert to evaluate the floor or (probably much cheaper) to document somehow that the floor can be that easily scratched. Take a video camera, the mentioned chair, macro-record the condition of all its legs and the floor, move the chair over the floor and record the scratches. Weight the chair on a personal (or other: i.e. luggage) balance, do it such way so it is convincing you do not stage anything (i.e. you may weight a bottle of water as a ref.). Do it all in one go (continuous movie). Should be enough for the court :)
