First of all, if he's a fresher, the odds of him getting a job here, at the current moment, are virtually nil. Even in the best of times, an employer would have to show good cause as to why they would need to hire a foreigner without experience when they have ample locals with the same qualifications.
His best bet is to find a job in his home country in that industry and gain 2 or 3 years experience before attempting to come here and find a job.

That's based on a recent investigation for a CCNP with quotes from three different agencies.

thats about right, just got 3 new colleaues all are CCNP with 4-6 years of exp. they are 1 from korea and 2 from indonesia
they have real solid understanding.
i was amaze some ccie's that came to the interview have failed it too.
anyway, i think my manager offered them 6.5k. (my guess)
as for ccie, i myself and my manager with 7 and 12 years of exp respectively.
i think he is getting about 15-18k and as for myself still not yet able to reach the 10k yet. i am from .th and he is from .my.
i think .my have a slight advantage on salary due to language/culture.
i think the chinese from my or sg, easily knows 6-7 language/dialect.

but for a more accurate figure, i think those recruitment agency will have them since they monitor salary and stuff regarding employment.

Can you share with us which company do you recommend to join to gain network experience as a ccnp?
What is the salary range for a local university graduate with engineering with ccnp? I have ccnp but no network experience.
I have 6 mths experience with cisco network hardware like loading IOS and hardware installation of cisco gear.
I am now working on my ccie.
Please advice on career advancement.

i am not sure if i am in the right position to give any advice.
as highlighted by other forumners here, ccie is great to have.
but ccie MUST be coupled with experience. i do not have any specific recommendation to what company to join but will offer what i think or have experienced it by myself.
salary for CCNP with less than 1 year of experience...i really don't know the answer ...i will guess it be a max of 2.5k.
in my opinion CCNP is more than suffice for your phase in your career.
i would suggest you to get in to some 24x7 NOC environment or better if you can get into a smaller IT company.
in my opinion being in a smaller IT company will give you the much needed opportunity to handle more technologies.
because in all medium sized companies and MNC, you are very restricted to what you can and can not do thus limits your learning curve.
after that maybe 24x7 NOC environment, where you face troublesome people and un-thinkable problems. here you will be trained to be more detail in your work and enable you to apply them in critical scenarios while dealing with problematic people.
after that maybe you could go back and get your CCIE, and go into an MNC. at this stage you probably will have 5-6 years of solid network knowledge and experience behind you already.
ok, the above is really part of my personal journey, just take it as a guide. because i am old and it might not apply to the world now.
