Some people are predisposed to having bigger areas on certain bodyparts. When we say bigger, it could be due to big muscles underneath or just fat accumulation or a mixture of both.
Fat accumulation for women is common at the thighs and hips (gynoid type) whereas for men is the tummy and lovehandles (android type).
Assuming that you're a female and that your thigh area has more muscle than fat, you should do less lower body workout and increase the frequency of your upper body workout to correct the muscle imbalances.
