What this means is that MOM has their own or hired teams on agents in the various countries where our foreign talent come from and these teams verify the data submitted by the applicants. More specifically, educational qualification claims. Too many counterfeit certificates/degrees/diplomas have been submitted so now, if they suspect anything amiss, they have their teams to check out the claims on site. This can often take as long a 3 months. I've actually lost 2 employees in 2009 who had been already working on S passes for 6 months when the vetting teams finally found out the docs were duds. Needless to say, they were locked up and then deported from Singapore. Some surrounding countries still do not have university records computerized so it takes a while to dig up old records for verification (also take grease occasionally - which I doubt Singapore uses - just waits it out instead).
