Can SPR buy a HDB

Can a Singapore Permanent Resident buy a HDB as per the new rule.

Just want to check - SPR can buy only resale HDB's and not new HDB's?

My experience is YES, PR is allowed to buy the only the Re-sale flat.

Deposit was 20% down when we bought not sure if it's been raised!
