You cannot renew it any sooner than a maximum of 6 months before expiry. You can let it expire though without worry, except you will not be able to leave the country during the time that it's expired. If you do, you will effectively give up your PR.
You did not get your PR for 5 years. You got a re-entry permit for 5 years. The PR has no time limit. If you never leave Singapore, you don't even need a re-entry permit, and you will not lose your PR. (But you cannot even go to JB without losing your PR if you don't have the REP).
