Gaining PR'ship in Singapore

My Dad has lived in Singapore for a number of years now and is only able to because of his working visa!!

Can someone explain the full deal with gaining PR'ship in Singapore as I know you have to stay there for a number of years etc. but is it possible to gain if you have a sponsor ie. someone who is a Singapore citizen?
