The best way is to tell him to keep his job in India at the moment. Too many people from other Asian countries, with too little talent have caused Singapore to say nay to most newcomers. Unless he can qualify for an EPEC (see the MOM site for EPEC) he would be wasting his time as there are heaps of locals who can do the same job and probably a lot cheaper as well.
