It's a common myth, so no. Drunkenness is a function of the amount of alcohol in the body at a given time. But since it's common, people drink their brewskies with straws thinking they'll get drunk faster.

If they do get drunk faster, they may have somehow sipped faster than they would've gulped or they inhale less as they sip, causing a bit of dizziness.

Of course, we could also do it the Mythbusters way and perform an experiment...
