All he needs to do is to take all his certs, degree, etc. down to MOM and request to see an officer and explain, with docs where the errors are. It would be better however, if his employer sent their HR person down to do it along with a company letterhead explaining their submission errors.

In your friends case Is the S Pass application a new application by a different employer or a renewal application by the same employer? If it is by a new employer then it is not a renewal and it is a new application.

If the rejection reason is surely what you have mentioned then as what SMS has recommended the HR of the new company should go down to MOM and talk to a Senior Officer there and explain the mistake made by the previous employer and show all the original documents to the officer and also submit an appeal with a letter from the new company stating the mistakes in the application made by the previous employer and a copy of the original educational certificates and documents of the employee. This should help
