The granting of and EP is a two part process. One it your academic qualifications & experience. You have passed that part if you have already gotten an EPEC.
The second part is the employer needs to justify to MOM WHY they need to hire a foreigner instead of a local. This is often the stumbling point. Even thought you are "qualified" there may well be '000's of locals with the same qualifications. Why should they let a company hire a foreigner to do a job when there are sufficient local available to to the job? Or the company might have had problems with MOM before and MOM are punishing them (has happened - errant employers often get black-listed or help up)
So, try again with another employer, if it happens again, go home. My best advice.
