Because they need to know what they're doing or which line they're crossing. It also serves to warn others. If they're reasonable enough, they won't do it again.

Moreover, the first post, usually is just borne out of ignorance, arrogance. or just plain lack of tact. Some get discussed and some resolution comes out. Others, as you've observed devolve into full-blown flame wars.

I think I've figured it out. Singsong321 was probably cuckolded by a Black man, who are, on the average about the same size larger as white men are to Asians (at least that's what he thinks). Therefore in his feelings of insecurity he is having to lash out at something.
