when do they usually issued invitation for PR offership

HI everyone,
Im architect with over 4 years working experiance and hav jus completed my master degree in environment( 2009-2010) from NUS, Got my commencement on 9 july and still looking for JOb.
I wanna know when do they usually sent out invitation for PR offership? is it after getting a job?

If you are studying in the local Uni usually before graduation. If you did not receive this offer, then you are not the selected few, hence applying personally to ICA is the way to go
