Query on GST for imports

If i've to import from overseas, will the overseas company pay the GST at our customs and bill me, or do i make the GST payment via online first? Need advice, thanks much

Customs will collect the GST from you before you receive the goods.

Anyone can clarify, for grocery items bought in Malaysia, would one need to declare in Singapore's customs? Came across this article in CNA.
