From a well known airline site. Fortunately the programmers got it right and just the error message doesn't make sense.

that is to stop people from putting 999 as their telephone numbers!

It would work, but a fair number of mobile numbers in Singapore start with - you guessed it 9... So even if I wanted to give my correct no I couldn't!
