There's one at the East Coast, I think it's called the Beach Cabana - it's near the kids mini-funfair & the old skatepark at Marine Cove next to a bike hire place at the end of the block before Burglar King. It used to be 24 hours but I'm not sure if it's only 24 hours at weekends (I can't imagine that there would be much point in staying open all night on a normal week night).
There's a hawker down Joo Chiat Rd which bizarrely is 23 hours - I'm not quite sure what happens when they close for that hour, perhaps they pull down the shutters and all have a power nap

Addadude's right, Insomnia is up 24hrs.
You could try Rave at Boat Quay too, its opened till as early as 9am in the morning.

Naughty Girl in Orchard Towers stays open until around 9am.
