Our exlandlord has not given back the deposit

so we gave him some time..he said he will pay by end of the month so we waited for end of the month. then we went to the old house and we saw that theres a post on the door. sayin the person owed money to loansharks. SO he is in hiding. I think no one bought the house.But we dont know where he is. can we get his address from the police??? if we go to HDB, will they release the address?
