IC for property owners

I am the owner of a condo property in Singapore. I am not earning in Sing and not taxed in Sing, although the company i work for is in Sing.
Is there any way I can get IC since this is a requirement for a good deal of transactions i.e. phone, banking and others?

The only way to get an NRIC is to have residency. Either citizenship or Permanent Residence.
