Domestic helper - visa issues, need advice please...

I am in process of trying to do a direct hire of a domestic helper in the Philippines. What visa does the domestic helper usually leave the Philippines on - is it true most/all leave the Philippines on tourist visas and then enter on a work visa in Singapore?

Any repercussions for the domestic helper with the above scenario?

Finally any agency recommendations for facilitating the direct hire?
