possible to open a bank account

Is it possible to open a bank account if the foreigner is only holding an IN Principle Approval under the Entrepreneur pass category.? i always thought singapore banks require the person to have the EP card first before you can open an account...but someone I know has received a letter saying the foreigner needs to open the bank account first to get his EP...


has anyone encountered any banks that allow that?

HSBC opens accounts for non-residents even, the local banks might be picky though if you don't hold a valid EP. But why not just go and ask at the bank?

I arrived in Singapore last month, got my in principal, approval a week later, and opened an account with UOB that day, with no problems at all. They even gave me a credit card with a 10k limit. Just print out your in principle forms, and bring your passport.

You should have no problems at all. If you do, send me a PM, I can refer you to the banker who helped me. She is great.
