sarong carrier you can use from birth...but baby carrier...better when the neck is stronger.

walker...not recommended to put yr kid on it at all...
a. walk tip toe
b. can hurt small feet as their control is not good and feet delicate

if you must for brief period, 8 month onwards when the kid is physically stronger.
when your kid is ready to start walking, spend more time practising standing and encourage the kid to take their steps. you need to observe your kid, trying too early may result in bow legs(not good if kid is a girl) as their legs are not ready yet. typically the age range a kid will start to walk is from 10 months to 18 months.

hope this helps.
