If you were to ask me, I'd say be very careful. It's time to find another job. If you haven't been getting salary vouchers, how do you know how much you are making or are supposed to make? Do you have a signed contract with them?
The problem isn't so much that the employer can "blackmark" you with MOM as it is a problem if he is doing something illegal and you have knowingly or unknowingly colluded with him to do so. He is probably threatening you because he knows that if you spill the beans, He's probably in DEEP S**T as well, so he's trying to scare you.
Are you on an S pass by chance? If so, Are you actually receiving at least $1,800/month salary? Are you being paid via GIRO? As the Employer has to furnish you with medical insurance and cannot deduct any monies from your salary for housing or other costs, including the levies they have to pay, the only deductions from your salary should be nil. If you are receiving less than 1800/mo and you know that you are required to make 1800/mo, then you are in collusion with the employer. Therefore, going to MOM is going to get you hung out to dry as well. Does the employer required you to "return" a certain amount of cash to him every month? If he does, then you both are breaking the law.
As far as sending you home is concerned, if you are on an S Pass, the employer has to pay for your repatriation home regardless of whether or not you quit or you are fired. Don't let him tell you otherwise. This is written on the S Pass application.
The problem with a confrontation with the Employer and MOM is that you can get held up here, without a job and no wherey to get one until the case is resolved.
As far as pushing through your PR....
Nope, you are required to inform ICA of any changes of your employment status or address or any other changes to the information you entered on your original application for PR.
