Ankle Ligament Tear

I twisted my right ankle in august 2009 that resulted in the calcaneofibular ligament tear and an anterior talofibular ligament strain. The MRI also showed bone-marrow oedema and tenosynovitis. I was put in an ankle brace for 3 months and prescribed NSAIDs. The ankle recovered well till Dec 2009 when i had a setback - swelling and pain. Finally started with physiotherapy in Feb 2010 as a 2nd MRI showed only residual inflammation in the ligaments and none of the other conditions. That progressed well till last week. Now my ankle is once again sore and i am in pain even while resting. have been advised to see an ankle specialist. After 8 months of pain (varying degree but present all day) and lifestyle modifications, looks like arthroscopic surgery. Would really appreciate any inputs on surgeons available here or elsewhere, also the pros and cons of this surgery. Thanks.
