i have an interest in moving to singapore to work but i will be on three month visa but i want to work and possibly school in singapore when i come,how can i get my work permit,does mean i need to get a job before i can apply for the work permit?or do i need to work in a company before my company can apply for me?does singapore people like blacks?do they offer jobs to blacks?am worried someone should advice me.am a teacher and having diploma in basic education ,can i get job on this?

You need an employer to offer you a job and apply for an employment visa. Without an employer to sponsor your work visa, you cannot get one. and You will probably need at least a degree to get a job here as a teacher.
