We had applied for pr in the month of October 2009 and received rejection letter in April 2010. Those who are still waiting i wish them all good luck.

Hi, anyone still waiting for PR status outcome after 11 months? I applied my LPR since July 2009 and still waiting for outcome. Very strange thing, recently I received one letter from ICA saying that my application is still in under consideration and will let you know when the result in due course. That is the second letter I received from ICA.
Please kindly share your info with us if your are same case in this matter.

There is nothing strange to this. To put it in perspective, your qualifications need to be revetted, or your application has gone thru the first "washing" and some stubborn stains are still there. It will go thru soaking and the works.
The good thing is from here you should get your answer pretty quick. 80% should be green light.

Give yourself another year of waiting. Do not worry too much. It will come when it is supposed to come. Let the system do its work.

Sounds to me like they may be wanting to ensure your marriage is also not one of convenience. I only say this because your application for PR was about 1 month after the tightening up of applications. Since then most have been waiting till now for results of their applications. The odds of her getting her PR, due to the combined weight of being married less than a year and applying while being on a S pass. These seem to be targeted for some reason-why I'm not sure aside from the fact that there are huge numbers of S pass holders who are here and shouldn't be (witness the numbers who have be rejected on "renewals" as well as outright fresh applications being rejected).
Frankly, I wouldn't worry about it until you reach 15 months. If you are still together then, probably MOM would give the green light unless they make a decision sooner. As long as you haven't received a thin envelope from them you are okay.
