I am interested in opening a internet trading account in Singapore to trade on the US NASDAQ and NYSE.

I am not a US citizen, so must fill out IRS form.
A Brit presently living in Thailand

What tax rate might I expect to pay on capital gains? :?

All capital gains are tax exempt in Singapore. If you are opening an account with a British passport then they may require to know your social insurance number to relay that information to your HM Revenue & Customs.
