Someplace where they write in arabic/jawi script so I don't think Mexico. I want to say Dubai as well but I believe Pancho Villa's is in a major building/hotel there.

Yeah, I used that word based on the signs. I also looked at the cars--on which side is the driver's seat? Also, there's a billboard in the background with a woman with low-enough cut neckline (so it's probably an Arab country which is liberal enough). SE saying Pancho Villa is a clue is the icing on the cake.
