Yes, I believe there is. All recruitment companies who are placing personnel in Singapore are required to have a license to do so. That is why most overseas recruiters have local agencies that they work with. It also allows for the unscrupulous overseas agents to charge the job seekers huge amounts of money for finding them jobs - Something that is illegal in Singapore.
However, is is okay to be hired by a company in the UK and transferred by that company to Singapore to work in their operations here - provided the employee can get the requisite employment pass.
