Good hairdresser for blonde highlights

I have recently moved to Singapore and am looking to find a good hairdresser for blonde highlights after hearing many horror stories!

I have very fine, shoulder length blonde hair.

any suggestions much appreciated

I heard from a few people that this french hairdresser is good.
I dont have blonde hair so I have never been.

Rouge on Dempsey Hill. Alexandre Casta is good but I think it is very expensive, just my opinion, they do have great stylists, for color I'd go with Rouge either Erna or Angie.
