Can someone confirm whether 1+1 flats are actually those that the government rents out to singaporeans who cant afford to buy their own flats? And aren't these flats illegal to rent?

You are correct. Don't get caught renting one of those. A lot try to pull a scam by getting into one them then moving into a flat with relatives and subletting the 1+1 out for a tidy profit (I believe those flats are only something like $45/mo - but as pointed out, are only for the needy/destitute).

But if they are illegal to rent, why are so many of them being advertised in the newspaper and the internet? Surely HDB would be able to identify who are renting these places out?

1+1 could also be 2 bedroom flats in which the owner locks one room. Again these flats are not eligible to be rented. But the owners getaway by stating that they are not renting the whole apartment but only a part of it, by locking one room. So technically you are not a rentee but staying with the owner.
Most of the ads are of this category and I think these are not technically illegal and hence you see so many open ads.
