We use 1511 for Taiwan, though you could also use skype from computer to mobile too, most of the cheap services go over VOIP these days.
30 cents with 1511 chat to mobile

Skype is cheaper at 19 cents including VAT to mobile if i'm not mistaken

wa.... I hv found starhub IDD home connect card cheaper ha , 0.23 per min... donnot know any cheaper ones?
