Bank charges in Singapore has two part for wire transfer First is cable charge and the other is commission. It is about S$25.00 for cable and another varying amount for commission about S$20 to S$50.00 depending on individual bank BUT if you opened an account with them commission charge is usually waive.
Local banks like DBS charges and POSB which is the same has the most ATM and is very competitive too. DBS do have a branch in US too

Recommend Citibank. You can transfer from Citi here in Sing to Citi in USA for around $10-$20 online. With DBS you have to go to the bank to initiate a transfer to the States. And it costs more.

That said, Citi isn't as convenient for local banking. POSB/DBS is everywhere.
